Environmental Consulting Services

Ms. Fishman has experience in consulting assignments concerning the economic and land use impacts of federal projects under the National Environmental Policy Act, and knowledge of federal and state environmental regulations.  Assignments include:

  • Missouri River Land Transfer, SD: Lead analyst for socioeconomic, recreation and environmental justice impacts for an Environmental Impact for the US Army Corps of Engineers in South Dakota; the proposed action was the transfer of 90,000+ acres around 4 reservoirs in South Dakota from the Corps to the State of South Dakota. The analysis included:
    • Recreation: planned and future recreational development by the state, demand for new recreational capacity, and change in demand given the imposition of new and/or higher recreational use fees
    • Socioeconomic: loss of federal PILT payments, changes in designated land uses, short and long-term economic impacts of construction jobs and changes in visitation; IMPLAN was used to derive projected employment and income multipliers for comparison with pre-action levels.
    • Environmental Justice: imposition of new and/or increased user fees, and the impacts of these fees on low-income persons, particularly Native Americans

  • Rockhouse Creek, Leslie County, KY: Lead analyst for economic impact, and land use and value analysis of a flood control project, estimating the impact on residential and commercial property values within the 100 year floodplain under the various alternatives

  • Bayou Lafourche, Ascension, Assumption and Lafourche Parishes, LA: Lead analyst for land use and property value, and economic impact issues of a project to divert additional fresh water down Bayou Lafourche in order to help restore 10,000+/- acres of coastal wetlands along the Mississippi River
  • Nationwide: Principal analyst of economic and land use impacts for:

    1. an Environmental Impact Statement on the USDA’s Conservation Reserve Program under the 2002 Farm Bill

    2. Environmental Assessments for various commodity support programs funded through the USDA’s Farm Service Agency under the 2002 Farm Bill; programs included loans and direct payments to growers of such commodities as feed grains, peanuts, cotton, and rice; emergency assistance to growers of seaoats and seagrass, livestock, and apple producers; and loans and direct payments to dairy producers.

  • Washington, D.C.: Principal analyst for economic and land use impacts for an Environmental Assessment on the acquisition of land from the General Services Administration across from the Mall in the District of Columbia by the American Pharmaceutical Association for an addition to their existing, historic building; the project involved substantial legal constraints on use and ownership of the land, and planning review roles by municipal, federally-chartered, and federal agencies.  The land is directly across from the State Department, and the project occurred post-9/11 so security concerns and access had to be examined carefully.
  • Rome, NY: Principal analyst for economic, recreation, visitor use and experience and land use impacts for an Environmental Assessment on the construction of a visitors center by the National Parks Service at the Fort Stanwix National Monument; the project included the acquisition of land in Rome’s downtown and the use of IMPLAN to project employment and income multipliers.
  • Corinth, MS: Principal analyst for economic, land use, visitor use and experience, recreation, transportation and environmental justice impacts for an Environmental Assessment on the construction of a visitors center by the National Park Service in Corinth, MS, a unit of the Shiloh National Military Park; IMPLAN was used to project employment and income multipliers.
  • Vicksburg Campaign Trail Special Resources Study, Various Sites in AK, KY, LA, MS and TN: Principal analyst for economic, land use, visitor use and experience, and recreation impacts for an Environmental Impact Statement on the Feasibility of Establishing a Heritage Corridor to commemorate national historic, Civil War sites.
